Financial assistance for the holders of the Pole's card

When to submit the application?

The first application for granting a financial allowance may be submitted:
         •    together with the application for granting a permanent residence permit on the basis of holding the Pole’s Card;
        •    if you have submitted an application for granting a permanent residence permit on the basis of holding the Pole’s Card and no more than 3 months have passed since the date of submitting the permanent residence application.

A subsequent application for granting a financial benefit may be submitted if the first application for granting a financial benefit has been examined and you were granted the allowance for a period shorter than 9 months.

Where to submit the application?

The application may be submitted in person to the Opole Voivodeship Office, Department for Civil Affairs and Foreigners.

If you are unable to submit the application together with the application for granting a permanent residence permit, send the paper version of the application by post.

The date of posting at the postal facility is decisive.

What documents need to be submitted?

•    one copy of the application, completed in accordance with the instructions (download the application form). 
•    a valid document confirming identity and citizenship (passport),
•    a valid Pole’s Card,
•    a written declaration of intention to settle permanently in Poland on the form,
•    documents confirming that you intend to live permanently in Poland, e.g.: confirmation of registered residence for a temporary stay, a lease agreement, an employment contract or an employment certificate, a work-related insurance, documents confirming running a business, the certificate of continuing education, diplomas and school certificates obtained in the territory of the Republic of Poland, a confirmation of holding a bank account, a document confirming the sale of real estate (house, apartment) in the country of origin.

If the application covers family members you need to submit:

•    a copy of a valid document confirming the identity and nationality of each family member covered by the application, on the basis of which entry into the territory of the Republic of Poland took place,
•    current certified copies of civil status records of family members, i.e., marriage certificates, birth certificates,
•    documents confirming that family members reside together with you in the territory of the Republic of Poland, e.g.: confirmation of registered residence for a temporary stay, a lease agreement, a work-related insurance, an employment contract or an employment certificate, documents confirming running a business, the certificate of continuing education, diplomas and school certificates obtained in the territory of the Republic of Poland, certificates from school/kindergarten/nursery, a confirmation of holding a bank account, a document confirming the sale of real estate (house, apartment) in the country of origin.

To initiate the proceedings, a proof of payment of the stamp duty is required.

For the payment of the granted financial benefit, it is necessary to determine the method of its payment. The allowance may be paid in cash (at the cash desk of the relevant district office) or non-cash by transfer to a bank account indicated by the applicant in the declaration. The declaration may be submitted together with the application for a financial benefit or, after obtaining the decision on granting the benefit, to the district governor, as indicated in the decision. 
 

What should I know? – Financial benefit

Letters are delivered to the address indicated in the application, or if you appoint an attorney, to the address of the attorney.
The application for granting a financial benefit is submitted to the Voivode to whom the application for granting a permanent residence permit was submitted.
The financial benefit is granted for a period of up to 9 months.
Financial benefits are determined in an amount constituting:
•    in the first 3 months – the equivalent of 50% of the minimum wage applicable in the year of submission of the application – for the applicant and his/her spouse, and the equivalent of 50% of this amount for each minor child under the parental authority of the applicant or his/her spouse,
•    in the period from the 4th to the 9th month – 60% of the above amounts, respectively.
The benefits are paid monthly by the district governor, as indicated by the voivode in the decision granting the financial benefit.
For the payment of the granted financial benefit, it is necessary to determine the method of its payment. The declaration may be submitted together with the application for granting a financial benefit or, after obtaining the decision on granting the benefit, to the district governor indicated in the decision. 
The financial benefit is not granted to a person who submitted an application for a permanent residence permit before January 1, 2017.
In cases where a decision refusing to grant a permanent residence permit is issued, the payment of the financial benefit is suspended by operation of law.
When the decision refusing to grant a permanent residence permit becomes final, the financial benefit is lost by operation of law.
Financial benefits are paid from the funds planned in the budget act. If the total amount resulting from applications for granting financial benefits with a payment date in a given year reaches the level of 75% of the planned expenditure for payment of benefits, the minister competent for internal affairs will announce the suspension of consideration of applications for granting financial allowances with a payment date falling in that year, until funds for their payment are secured in the budget act, and voivodes will suspend the consideration of such applications.
 

How long will I wait?

In certain circumstances, the Minister of Internal Affairs and Administration suspends the consideration of applications for granting financial benefits with a payment date falling in a given year, until funds for their payment are secured in the budget act, and voivodes suspend the consideration of such applications – check whether the consideration of your application has been suspended.
